According to a 1998 resolution by the Riksdag (Government Bill 1997/98:56) the overall objective of the transport policy is to ensure that citizens and businesses in all parts of the country are provided with transport that is efficient in terms of the economy as a whole and sustainable in the long term. Consequent upon the Riksdag’s resolution and in response to the Infrastructure Bill (Government Bill 2001/02:20) sub-goals have been drafted and developed and decisions taken on setting interim targets for all sub-goals.

The Swedish Maritime Administration’s mission is to apply the principles of good business management within the framework of providing transport that is economically efficient and sustainable in the long term in order to fulfil the following six transport policy sub-goals:

  • An accessible transport system wherein the maritime transport system is designed to meet the fundamental transport needs of the public and business.
  • High transport quality standards that enable the maritime transport system to provide high quality transport to the public and business.
  • Safe shipping with zero fatalities and serious injuries. The maritime transport system shall be adapted to the standards that follow on this goal.
  • A good environment wherein the maritime transport system is adapted to demands for a good and healthful environment for all and sustainable use of natural resources. The design of the maritime transport system shall contribute to attainment of the environmental quality objectives expressed in the Swedish Environmental Policy.
  • Favourable regional development wherein the maritime transport system contributes to eliminating unequal opportunities for various parts of Sweden to develop and counteracts the disadvantages of long transport distances.
  • A gender-equal transport system wherein the maritime transport system is designed to meet the transport needs of women and men alike. Women and men shall be given equal opportunity to influence the origin, design and management of the maritime transport system. Women’s and men’s values shall be accorded equal importance.

A more detailed description of the transport policy goals is provided in the relevant sections of the report.
